Forrest joined Campbell Shatley in 2026 with nearly a decade of experience advising and litigating for public education and state government clients. He previously served as an Assistant Attorney General with the North Carolina Department of Justice and as Assistant Litigation Counsel for the North Carolina School Boards Association. Forrest has represented and advised public education agencies on special education, employment, regulatory compliance, public records, and governance matters. His litigation experience includes proceedings before the North Carolina Office of Administrative Hearings, state courts, and federal courts.
