Ashley represents public school boards, community colleges, and universities as outside general counsel and in litigation. As general counsel, she advises governing boards and administrators on personnel and student matters, governance, policies, contracts, and compliance, helping clients address legal questions as they arise in daily operations. She also handles investigations, administrative proceedings, appeals, and state and federal litigation, with particular expertise in employment law, Title IX, and special education. Before joining Campbell Shatley in 2020, Ashley practiced employment law and civil and appellate litigation and served as in-house counsel to higher education institutions. She became a partner in 2024.
